Our team is often contracting as a prime and subcontractor to assure quality and timely outcomes for our client's missions, which are often in unique situations. Planate Management Group is comprised of a network of installation management experts that are drawn from a wide variety of backgrounds such as facilities management, architectural and engineering services, public safety, base operations and resource management
Christian C. Decker, PE
President
Christian Decker is the President and Founder of Planate Management Group with over 30 years of military and civilian installation management experience both in uniform and as a senior government civilian and contractor. Since 2007, Mr. Decker has led a diverse team of technical experts who are experienced in working in some of the most complex and difficult environments worldwide providing planning, design, construction and professional services solutions for our clients. His experiences in the US Navy as a member of the Civil Engineer Corps/SEABEEs in facilities management and acquisition culminated as the US Navy’s first Public Safety Director and principal resourcing sponsor for a $9 billion program installation for combating terrorism following September 11, 2001. Mr. Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia and Eastern Europe working closely with businesses and institutions in engineering, construction, logistics, security, and related specialized services.
Jonathan B. Larson, MBA
Vice President, Business Operations
Jonathan Larson serves as the Vice President of Business Operations for Planate Management Group and has extensive work experience throughout the private sector and the Department of Defense (DoD). Mr. Larson’s previous experience includes serving on the Office of the Secretary of Defense (OSD) Competitive Sourcing and Housing Privatization Office, working with the Army’s Chemical, Biological, and Radiological Defense (CBRD) program, the Navy’s Ashore and Afloat anti-terrorism programs, and most recently serving in various capacities in support of the Navy’s Shore Commands including Commander, Navy Installations Command, Commander, Fourth Fleet (C4F)/NAVSOUTH, Office of the Judge Advocate General (OJAG), and Naval Facilities Engineering Command (NAVFAC). Mr. Larson brings a variety of skill sets to our team including broad knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, installation management, the business process re-engineering, and business operations.
Mr. Larson is a graduate of the University of Iowa with a Bachelor of Arts in Economics. He holds a Master of Business Administration from American University in Washington, D.C. He is an active member of numerous educational, service, and philanthropic boards throughout the United States.
Sean L. Ebersold, AICP
Vice President, Director of Planning
Sean Ebersold serves as Vice President of Planning Services for Planate Management Group. He collaborates with an international team of planners, engineers, and architects to provide a full spectrum of comprehensive planning services for military, government, and commercial clients around the world. Mr. Ebersold has managed multiple high visibility, award-winning planning, facilities, and energy project teams including managing a strategic initiative that received the 2016 GreenGov Presidential Award in the Green Innovation Category. For nearly two decades, Mr. Ebersold has been providing U.S. military and commercial clients with solutions to complex problems by leveraging technology, design thinking techniques, and strategic collaboration. Sean has been a strategies development lead and manager of multiple web-based solutions that optimize client workflow to resolve complex challenges.
Sean brings results-driven value to Planate through his broad-based experience in strategic initiatives, business development, management consulting, project and program management, and facilities planning. His proven business management consulting and development experience combined with his proficiency in collaborating with diverse stakeholders to develop creative solutions bring excellence to our planning team
Mr. Ebersold is a member in good standing with the American Institute of Certified Planners (AICP) and is a graduate of Florida Atlantic University with a bachelor's degree in City/Urban, Community, and Regional Planning.
BRIAN BURTSCHER, PE, LEED AP BD+C
Vice President, Architecture, Engineering and Design
Brian Burtscher serves as the Vice President of the Architectural, Engineering, and Design division at Planate Management Group. Brian leads our global design team and directs A/E strategy functions. He manages and coordinates the cross-discipline interaction of engineers, architects, and other technical support personnel, in collaboration with the other operating divisions across the Planate organization. Mr. Burtscher has extensive experience in Project and Design Management, HVAC system design, health care facilities, and multiple other GSA projects. He spent 13 years with Limbach Engineering & Design Services working on a wide range of public and private sector contracts. His expertise in Mechanical HVAC systems design includes heating and cooling load calculations, equipment sizing and selections, LEED and Title-24 design considerations, coordination with other disciplines, pre-construction management and project coordination. He led and managed large scale design-build and redesign projects providing exceptional, efficient solutions for mechanical, plumbing, and fire protection design from concept through the construction and completion phases.
Brian is a resident of Florida and a graduate of the University of Central Florida where he earned a B.S. in Mechanical Engineering with high honors and achievement. He is a registered Professional Engineer (PE) in Florida and a certified LEED AP of Building Design + Construction (LEED AP BD+C). He is a member of the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) and the U.S. Green Building Council (USGBC).
Timothy J. Stufft, PE, PMP, CEM, LEED GA
Vice President, Engineering Services
Timothy Stufft serves as the Vice President of the Engineering Services division for Planate Management Group, in leading our global engineering support and construction management service functions. Tim has over 21 years of experience working as a professional engineer in the private and public sector. He began his career in Rock Hill, SC, working as a process engineer for Celanese Acetate in the acid recovery/anhydride manufacturing plant, and then worked for FMC in Baltimore, MD, as the process engineer covering divinyl ester production. Tim worked for Reckitt Benckiser in Nowy Dwor Mazowiecki, Poland, as head of new products for manufacturing for both powdered and liquid detergents; he also taught in the Chemical Engineering Department at the Polytechnical University of Warsaw. He later worked in Ethiopia for the State Department and USAID supporting refugee, environmental, and food security issues. He joined CFM Engineering as a Senior Project Manager, managing construction projects in the Washington, D.C., area for many clients including the US Army Corps of Engineers (USACE), Naval Facilities Command (NAVFAC), the Smithsonian Institution, the FBI, NOAA, KBR, Bioreliance, Acambis, and Sanofi Pasteur. Tim joined Planate Management Group in 2012 as the Installation Energy Manager at Camp Lemonnier in Djibouti. During this time, he helped lead energy efforts that helped Camp Lemonnier win the Lean, Clean, and Green Award from the White House’s GreenGov program in 2014, and his team also won a Federal Energy Management Program (FEMP) award in 2014. Since then, Tim has covered Planate’s portfolio in Europe, Africa, and the Middle East, before being promoted into his current role as Vice President of Engineering Services worldwide.
Tim is a native of Pennsylvania, and graduated Summa Cum Laude from Case Western Reserve in Cleveland, OH. He is a registered Professional Engineer and resides in Virginia with his wife and three children. He is an active leader in Boy Scouts and many service organizations in the Washington, D.C. area.

Planate Management Group was founded in November of 2007 in Alexandria, Virginia by Chris Decker. Mr. Decker was later joined by Jonathan Larson in April 2008. Planate’s start leveraged their professional and personal experiences, knowledge of most-efficient organization processes, and awareness of Federal Market challenges to provide tailored, effective, and timely solutions to our customers.
As Patriots, they feel a duty and connection with their clients in completing the mission with a 'One Team' approach. The term Planate represents "not being geographically constrained" and is defined as "to make flat or two dimensional". Our corporate approach is modeled in this manner to provide direct support to our clients, without unnecessary levels of bureaucracy, allowing us to speed our service and solution delivery to our clients for their most important mission priorities. We pride ourselves in our integrity, agility, and professionalism in delivery solutions at the right time, right place, and right cost despite perceived limitations.
Planate has successfully navigated the Federal Market space, whether it be through global recessions, sequestration, or client reorganizations. We have done so through sound management practices, a committed workforce, and proven high quality service delivery. FASHION FOR FIGHTERS
Planate Management Group has been proud to sponsor of Fashion for Fighters since 2015. Planate supports and raises funds for wounded, ill and injured U.S. Navy, Coast Guardsmen and their families.
Planate Management Group aims to ensure that every service member is given an opportunity for full recovery after a serious injury by coordinating the non-medical care of wounded, ill and injured Sailors and Coast Guardsmen, and provides resources and support to their families. Planate has been working hand in hand with Navy Safe Harbor since the foundation started.
Since 2009, Planate Management Group helps the Seabee Memorial Foundation provide scholarships for children and grandchildren of Seabees and Civil Engineer Corps officers.
