SHIELD (Scalable Homeland Innovative Enterprise Layered Defense) is a multiple award indefinite delivery/indefinite quantity (IDIQ) contract from the Missile Defense Agency (MDA). It operates under a shared ceiling of $151 billion and functions as the primary acquisition vehicle for the Golden Dome missile defense initiative.
As a long-planned strategy, SHIELD allows MDA and other DoD entities to rapidly issue orders under one enterprise flexible vehicle, streamlining the acquisition of advanced defense capabilities across a wide range of mission areas. The contract vehicle is structured to allow both MDA and other Department of Defense components to rapidly complete work under a single enterprise contract, reducing acquisition timelines for homeland missile defense capabilities.
Strategic Context: Golden Dome
SHIELD serves as the primary contracting mechanism for the administration’s Golden Dome missile defense initiative. The initiative calls for a multi-layered defense architecture capable of detecting, tracking, and intercepting ballistic missile threats before they reach U.S. territory. The program integrates space-based sensors, ground-based interceptors, and command-and-control systems into a unified network.

Contract Structure and Ordering
The SHIELD IDIQ framework lets the agency issue task orders quickly without repeating full and open competitions. Once you hold a SHIELD award, you can compete for specific projects as they emerge. Authorized Department of Defense organizations may issue Fair Opportunity Proposal Requests (FOPRs) directly to SHIELD awardees for requirements that align with the contract’s scope.
Funds will be obligated at the order level, providing the Government with precise cost control and flexibility to align investment to evolving mission priorities.
