Overview
Planate Management Group has been selected to provide Construction Management and Engineering Services (CMES) in support of U.S. Customs and Border Protection (CBP) at ports of entry across the United States. Under this award, Planate will deliver engineering expertise, project oversight, cost and price analysis, design reviews, and construction management support for critical technology and infrastructure initiatives—including non-intrusive inspection scanning systems and biometric identity verification technologies.
CBP Mission and Infrastructure Context
U.S. Customs and Border Protection is one of the world’s largest law enforcement agencies, responsible for securing America’s borders, facilitating lawful trade and travel, and enforcing immigration law at over 300 ports of entry across the country. Achieving this mission increasingly depends on advanced technology infrastructure—from non-intrusive inspection scanning systems that can detect contraband without unloading cargo, to biometric entry/exit systems that verify traveler identity through facial recognition and other modalities.
CBP has been expanding its biometric entry/exit program, with a final rule effective December 2025 authorizing collection of facial biometrics from all non-citizens at air, land, and sea ports. Implementation of this technology requires significant physical and engineering infrastructure upgrades across port facilities nationwide. Planate’s CMES contract directly supports this modernization effort.
Planate’s Scope of Services
Planate’s team will provide end-to-end construction management and engineering support for CBP’s infrastructure initiatives. This includes independent government cost estimating, value engineering, design review and constructability analysis, construction phase oversight, quality assurance, and coordination with federal stakeholders across multiple active port environments.
The work encompasses support for both scanning infrastructure—which enables the rapid, non-disruptive inspection of vehicles and cargo—and biometric technology installations at pedestrian and vehicle processing facilities. These systems are essential to CBP’s mission of enabling secure and efficient border operations while accommodating growing volumes of legitimate travelers and trade.
