At Planate Management Group, our expertise in engineering and architectural assessment of historic buildings, architectural design, fire protection, and HVAC systems enables us to provide comprehensive solutions for government infrastructure projects. Our recent work at the U.S. Immigration and Customs Enforcement (ICE) Center in Honolulu, Hawaii, highlights our capacity to conduct detailed engineering assessments and space utilization studies while preserving historical integrity.

Expertise in Engineering and Architectural Assessment

One of PMG’s key strengths is our ability to conduct thorough engineering and architectural assessments of historic buildings. In our work at the ICE facility in Honolulu, Hawaii we performed a detailed inspection of three historical buildings—the Administration Building, the Garage and Waiting Pavilion, and the Special Investigations Annex. With a combined usable space exceeding 20,000 square feet, we assessed whether these existing structures could accommodate ICE’s programmatic space requirements of 13,212 square feet.

Our assessment identified key structural elements, cataloged potential deficiencies, and provided recommendations for optimizing space without compromising the buildings’ historical significance. By engaging with key officials, we ensured that proposed modifications adhered to preservation guidelines while meeting modern operational demands.

Design Capabilities and Engineering Solutions

PMG’s design capabilities were instrumental in optimizing the ICE facility’s space utilization while maintaining historical integrity. As part of our work, we developed working floor plans and structural modifications to improve space utilization. Our design team carefully analyzed existing layouts and proposed changes.

These design considerations were accompanied by detailed engineering recommendations to enhance structural integrity and ensure compliance with relevant codes and standards.

Fire Protection and Life Safety Compliance

Fire protection is a critical component of any government facility, particularly those with historical significance. PMG’s assessment at the ICE facility included an in-depth evaluation of fire suppression systems, emergency egress pathways, and structural fireproofing. We provided solutions that met National Fire Protection Association (NFPA) requirements while ensuring compliance with U.S. government, state, and local regulations.

Prioritizing life safety, our designs preserved the historical integrity of the structures while enhancing security and compliance with modern safety standards.

HVAC System Modernization and Environmental Compliance

Ensuring optimal indoor air quality and climate control is another area where PMG excels. At the ICE facility, we conducted a comprehensive review of the existing HVAC infrastructure and provided recommendations for modernization in accordance with ASHRAE Standards 55-2017 and 62.1-2016.

Our approach focused on:

    • Achieving thermal environmental conditions between 72°F and 78°F in summer and 69°F and 75°F in winter.
    • Integrating modern ventilation solutions that support acceptable indoor air quality standards.
    • Designing HVAC upgrades that seamlessly integrate with the historic structure without compromising its architectural integrity.

Delivering Value to the Department of Homeland Security

Through our meticulous assessment, strategic design solutions, and commitment to compliance, PMG demonstrated its ability to support the Department of Homeland Security’s mission-critical infrastructure projects. Our work at the ICE Center in Honolulu serves as a showcase of our capabilities, emphasizing our expertise in space planning, engineering assessments, fire protection, and HVAC system optimization.

As we continue to expand our work with government agencies, PMG remains committed to delivering innovative, compliant, and sustainable facility solutions. Our comprehensive approach ensures that historical structures are preserved while meeting modern operational demands, reinforcing our reputation as a trusted partner in engineering and architectural assessment.

For future projects requiring expertise in facility modernization, historical preservation, and system optimization, Planate Management Group stands ready to deliver expert service and strategic solutions.
