Empowering Partners through DTRA’s Program
Planate’s first major engagement in Ukraine began in 2019 under the U.S. Defense Threat Reduction Agency’s (DTRA) Chemical, Biological, Radiological, and Nuclear Preparedness Program (CP2). This critical Department of Defense initiative strengthens the ability of Partner Nations to prevent and respond to incidents involving Weapons of Mass Destruction (WMDs).
Planate was tasked with delivering turn-key design, planning, and construction management services for a specialized training facility at the State Emergency Service Mobile Rescue Training Center in Kozyn, Ukraine.
To overcome geographic and logistical challenges, we implemented a distributed management model—leveraging the expertise of our Eastern European staff alongside trusted local Architecture-Engineer (A-E) and General Contractor (GC) partners. This innovative approach reduced the need for on-site deployments, lowered project overhead, and ensured full compliance with national building codes and government regulations.
Despite the global disruption brought on by the COVID-19 pandemic, our agile systems and robust communication tools enabled uninterrupted project progress. Key milestones—including design development, GC prequalification and selection, and contract award—were all achieved at the height of global lockdowns, proving Planate’s ability to adapt and deliver under extraordinary circumstances.
Aiding Recovery: The Irpinsky Hospital Project
Planate continues to demonstrate its commitment to Ukraine’s recovery by contributing to the restoration of critical health infrastructure. Following the damage inflicted by the Russian occupation of Irpin. Planate stepped in to support the rehabilitation of the Irpinsky Hospital—a military medical clinical treatment and rehabilitation center severely damaged by shelling.
Our team conducted a thorough assessment of the hospital’s condition and developed a comprehensive restoration plan to help return the facility to operational status. In addition to technical services, Planate assumed the full cost of replacing the facility’s damaged windows—offering this support as a charitable contribution to the city’s broader recovery efforts.
