Planate Management Group operates in some of the world’s most complex and high-consequence environments. In Tajikistan, Planate’s on-the-ground team provides comprehensive design and engineering services. Additionally, the team receives reach-back support from experts in the U.S., Indo-Pacific, and Africa regions. Together, they enhance critical infrastructure that supports counterterrorism, border security, and emergency response operations.

This multi-phase program operates under the State Department Bureau of Counterterrorism and DOJ/ICITAP. Its primary goal is to strengthen operational capacity for security forces. To achieve this, the program focuses on developing modern, resilient facilities and supporting infrastructure.

Phase 1: Conceptual Design and Planning

During the conceptual phase, Planate’s engineers and architects led detailed site surveys and infrastructure assessments. They also developed conceptual designs for new and renovated facilities. These facilities included operations centers, command posts, housing, training areas, and utility networks. In addition, the scope covered perimeter security systems.

Through an integrated design approach, each structure met mission-specific requirements. Moreover, all designs complied with U.S. and host-nation standards. They also aligned with sustainability and resilience objectives suited to Tajikistan’s environment.

Phase 2: IFC and As-Built Delivery

In the next phase, the team transitioned designs into Issued for Construction and As-Built documentation. This step supported both construction execution and post-build validation. As part of this effort, Planate provided technical detailing and quality assurance reviews. Consequently, the process ensured seamless project handover and operational readiness.

Trauma Center Completion: A Critical Milestone

Among the program’s major achievements was the completion of a new trauma center. This modern medical facility enhances emergency and trauma care for security personnel. Furthermore, it supports surrounding communities.

The center functions as a frontline hospital. It handles physical trauma cases, emergency stabilization, and recovery care. In turn, it serves as a critical medical response hub for the region.
