Chris Decker, PE

Christian Decker is the President and Founder of Planate Management Group with over 30 years of military and civilian installation management experience both in uniform and as a senior government civilian and contractor. Since 2007, Mr. Decker has led a diverse team of technical experts who are experienced in working in some of the most complex and difficult environments worldwide providing planning, design, construction and professional services solutions for our clients. His experiences in the US Navy as a member of the Civil Engineer Corps/SEABEEs in facilities management and acquisition culminated as the US Navy’s first Public Safety Director and principal resourcing sponsor for a $9 billion program installation for combating terrorism following September 11, 2001. Mr. Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia and Eastern Europe working closely with businesses and institutions in engineering, construction, logistics, security, and related specialized services.

Brian Burtscher, PE, LEED AP BD+C​

Brian Burtscher serves as the Vice President of the Architectural, Engineering, and Design division at Planate Management Group. Brian leads our global design team and directs A/E strategy functions. He manages and coordinates the cross-discipline interaction of engineers, architects, and other technical support personnel, in collaboration with the other operating divisions across the Planate organization. Mr. Burtscher has extensive experience in Project and Design Management, HVAC system design, health care facilities, and multiple other GSA projects. He spent 13 years with Limbach Engineering & Design Services working on a wide range of public and private sector contracts. His expertise in Mechanical HVAC systems design includes heating and cooling load calculations, equipment sizing and selections, LEED and Title-24 design considerations, coordination with other disciplines, pre-construction management and project coordination. He led and managed large scale design-build and redesign projects providing exceptional, efficient solutions for mechanical, plumbing, and fire protection design from concept through the construction and completion phases. Brian is a resident of Florida and a graduate of the University of Central Florida where he earned a B.S. in Mechanical Engineering with high honors and achievement. He is a registered Professional Engineer (PE) in Florida, D.C., Virginia, Maryland, and Washington, a certified LEED AP of Building Design + Construction (LEED AP BD+C), and Construction Quality Management (CQM-C) certified. He is a member of the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) and the U.S. Green Building Council (USGBC).

Timothy J. Stufft, PE, PMP, CEM, LEED GA​

Timothy Stufft serves as the Senior Vice President (SVP) of Business Operations for Planate Management Group, in leading our global operations. Tim has over 26 years of experience working as a professional engineer in the private and public sector. He began his career as a process engineer for Celanese Acetate and then FMC. Tim worked for Reckitt Benckiser in Poland, as head of new products for manufacturing for both powdered and liquid detergents; he also taught in the Chemical Engineering Department at the Polytechnical University of Warsaw. He later worked in Ethiopia for the State Department and USAID supporting refugee, environmental, and food security issues. He joined CFM Engineering as a Senior Project Manager, managing construction projects in the Washington, D.C., area for many clients including the US Army Corps of Engineers (USACE), Naval Facilities Command (NAVFAC), the Smithsonian Institution, the FBI, NOAA, KBR, Bioreliance, Acambis, and Sanofi Pasteur. Tim joined Planate Management Group in 2012 as the Installation Energy Manager at Camp Lemonnier in Djibouti. During this time, he helped lead energy efforts that helped Camp Lemonnier win the Lean, Clean, and Green Award from the White House’s GreenGov program in 2014, and his team also won a Federal Energy Management Program (FEMP) award in 2014. Tim then covered Planate’s portfolio in Europe, Africa, and the Middle East, before being promoted to Vice President of Engineering Services. In 2023, Tim has was promoted into his current position as Senior Vice President of Business Operations. Tim is a native of Pennsylvania, and graduated Summa Cum Laude from Case Western Reserve in Cleveland, OH. He is a registered Professional Engineer and resides in Virginia with his wife and three children. He is currently on the SAME NoVa Post Board as the Resiliency chair.

Stephen Hall

Stephen Hall

Stephen Hall serves as the Vice President (VP) for Service Delivery – Engineering Services Division for Planate Management Group. Steve has over 25 years of experience serving as a Nuclear Trained Naval Officer with experience on the OPNAV staff, Commander Navy Installations Command (CNIC), Command Ashore, and various afloat and deployed assignments. Steve joined Planate in 2014, serving as Program Manager for Force Protection and Emergency Management support to Navy District Washington (NDW). He has led engineering design projects supporting construction in austere environments including:

· Flood Response at Offutt AFB (facility assessments, creating technical plans, update the Installation Development Plan, develop cost estimates for building repair/ reconstruction, and create DD1391’s to justify $760M of new construction funding).
· Construction management services for U.S. Navy managed construction in Darwin, Australia.
· Construction management services for Department of Veterans Affairs Hospitals in Grand Junction, CO and Sheridan, WY.
· Led a team conducting detailed engineering assessments of a shipyard in Subic Bay, Philippines.
· Led design for a 4,000-person capacity family detention camp in support of the LOGCAP contract.


Steve is a native of Virginia and attended the Virginia Military Institute on an NROTC scholarship. He completed a Master of Science Degree in Biomedical Engineering from the University of Virginia and a Master’s in Engineering Management from Old Dominion University. He resides in Virginia with his wife. He is active leader in several service organizations in the Washington, D.C. area.
