Planate Management Group is proud to be a prime contractor for VISN 5 TEMPORARY STAFFING FOR FMS Department Multiple Award BPA to cover all 8 Medical Centers for VISN 5 located in Maryland, West Virginia, and Washington, DC.

This BPA is to provide the Government with the required support services in the area of Sr. Engineers, Sr. Construction Inspector, Space Planner/ Sr. CADD Operator and Engineer (Capital Asset Manager) and any other Occupation as necessary.

TASK AREAS

The contractor shall, as directed by the individual task order, support activities related to all or some the following areas described in each of the following task areas.

The contractor shall provide construction related inspection support services that include:

Field Inspections:

1.1 Perform field inspections to evaluate the work performed and materials used.

1.2 Verify quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations. Note deficiencies and deviations from plan and refer serious problems to the COR.

1.3 Maintain, update, and assure the accuracy of inspection records, project documentation and project files.

The contractor shall provide space planning related services that include:

2.1 Assist in conducting functional space validations in the Medical Center.

2.2 Assist in making determinations in regard to space needs.

2.3 Assist in determination of the compatibility of existing space to organizational needs versus defining new space requirements.

The contractor shall provide CADD services that include:

3.1 Maintain revision of contract drawings and makes architectural and engineering sketches.

3.2 Prepare CADD drawings to support field management related to building construction or renovations.

3.4 Update the As-built drawings from previous construction and renovation projects.

The contractor shall provide Sr. Engineering services that include:

4.1 Responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements.

4.2 Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work.

4.4 Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typists and review of the final contract documents.

4.5 Surveys existing job conditions and confers with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements

4.6 Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care

The contractor shall provide engineering services that include:

5.1 Develops VAMHCS Space and Capital Asset Management Policy and Programs regarding the efficient and effective utilization of existing space and developing new space to VA Design Guide Standards.

5.2 Works closely with medical and administrative staff to determine optimum locations and size of clinical and administrative spacing to meet evolving health care requirements.

5.4 Exhibits expertise in the utilization of a variety of database/drafting programs, space and asset management systems, such as SCIP, CAI, AEMS/MERS Space File, VISTA Fileman, CAD/BIM/Revit, Vlogic iDrawings, FM Systems/FM Interact, and SEPG PFD.

5.5 Provides full scope project management duties in a variety of construction, repair and maintenance contracts involving civil, architectural, electrical and mechanical-systems and components

5.6 Performs or directs surveys and investigations to establish baseline data necessary to initiate design
