Overview
Planate Management Group has been selected to provide Architect/Engineer Construction Period Services (CPS) and serve as Commissioning Authority (CxA) for the East Wing HVAC System Upgrade at the VA Pacific Islands Health Care System (VAPIHCS) in Honolulu, Hawaii. The award reflects Planate’s continued expertise in delivering mission-critical engineering services within active healthcare environments and its longstanding relationship with the Department of Veterans Affairs.
Project Background
The VA Pacific Islands Health Care System serves Veterans across Hawaii, Guam, American Samoa, and the broader Pacific Islands region. The Spark M. Matsunaga VA Medical Center—located on the grounds of Tripler Army Medical Center in Honolulu—anchors the system and includes a complex of VA facilities including the administrative East Wing building. Ensuring the reliability of mechanical systems within this facility is essential to maintaining uninterrupted healthcare operations for Veterans across the region.
This HVAC upgrade is among several infrastructure improvements being carried out under the Veterans Health Administration’s Non-Recurring Maintenance program, which is supported by a record $4.8 billion in nationwide VA investment for fiscal year 2026. The improvements are aimed at modernizing indoor air quality systems, enhancing patient safety, and extending the operational life of critical building infrastructure.
Planate’s Scope of Services
Under this engagement, Planate will provide post-design engineering support throughout the construction phase. Key responsibilities include construction phasing review, coordination with active facility operations, and commissioning oversight to verify that installed systems perform in accordance with design intent and applicable standards. The scope also includes development of a temporary cooling solution to ensure uninterrupted, mission-critical healthcare operations throughout the construction period—minimizing disruption to staff and patients at the active medical facility.
As Commissioning Authority, Planate will oversee system testing, verification, and startup procedures for the upgraded HVAC systems, ensuring all components operate reliably and efficiently prior to occupancy.
