Fernando is a Solutions Architect and Industrial Engineer with over 25 years of experience in infrastructure and energy projects. Based in Caracas, Venezuela, he bridges U.S. Federal compliance frameworks — including FAR and DFARS — with the regulatory realities of the Southern Hemisphere.
