Planate Management Group has been awarded a contract to develop a comprehensive Technical Design Package for the Callao Naval Base, the principal naval installation of the Peru Navy (Marina de Guerra del Perú). In its role as Designer of Record (DOR), Planate assumes full design responsibility for this strategically significant infrastructure program, delivering integrated, compliant, and high-quality multidisciplinary engineering solutions across all project components.

Project Background

The Callao Naval Base modernization effort is part of a broader $1.5 billion U.S.-Peru defense cooperation initiative approved by the U.S. State Department through the Foreign Military Sales (FMS) program and formally notified to Congress in January 2026. The base, located adjacent to Peru’s busiest commercial port in Callao near Lima, has long faced operational constraints stemming from its proximity to civilian port traffic and the aging condition of its infrastructure—much of which dates back nearly a century.

According to the Defense Security Cooperation Agency (DSCA), the modernization effort is intended to improve Peru’s port infrastructure to support current and future naval and logistical operations, while also creating a safer and more efficient platform by reducing civilian-military interactions at the shared waterways. The project encompasses lifecycle design, engineering studies, construction planning, infrastructure assessments, project management, and technical support services.

Planate’s Role and Scope

As Designer of Record, Planate is responsible for leading the full design effort across all engineering disciplines. The scope includes site investigations, technical design development, construction documentation, and coordination of multidisciplinary teams covering structural, civil, mechanical, electrical, and architectural components. Planate’s work will serve as the engineering foundation for one of the most significant naval infrastructure modernization projects in South America.

This award reflects Planate’s deep experience in defense-focused project delivery and complex infrastructure development for federal and international government clients. The firm brings proven expertise in executing design programs within sensitive military environments, meeting both U.S. government standards and host-country requirements.

Strategic Significance

The Callao Naval Base modernization is a project of strategic national importance for Peru. The base hosts a dockyard, naval aviation facilities, the Naval Medical Center, and the U.S. Navy’s Naval Medical Research Unit Six—a long-standing symbol of bilateral cooperation. Upgrading its infrastructure will strengthen Peru’s maritime sovereignty and support the long-term operational capacity of its naval forces. The project also contributes to U.S. foreign policy objectives by reinforcing security cooperation with a key regional partner.
